This sounds a lot like what’s been proposed in the Senate last year.

…than: pay taxes to government, government passes taxes through a non-profit, tax dollars are spent. What if tax paying parents were able to, instead, deduct a “credit” for the education of their own children, thus foregoing the voucher system in its entirety.
There is no such thing as a free lunch.
