I think you are right that the Trump transition fears this.

I'm not sure how warranted that is. This is largely the same GSA that worked under him from 2016-2020 without any conflicts, and the Trump transition team was completely sealed off from the Trump campaign, so not sure where data leaks would occur.

But you are right that the Trump transition has been very wary of signing the GSA MOU.
